Do both fan motors of a 2005 Kia spectra turn on when the AC is on?

No, one of them is a radiator fan and the other is a condenser fan and they operate independently.

Both fans would work when A/C is turned on.

Only the radiator fan would work if the A/C is not turned on when the coolant temperature reaches a certain range.
