I have a 2005 kia rio. The check engine light was on. Took it to the dealership where it was purchased not a Kia dealership. They are wanting to charge me for three hours of diagnositic work. Even told me their mechanic had to go home and get a tool, as he use to work on Kias. Seems a little overboard, would it really take that long to determine what is wrong?

It could but usually won't if the tech really knows what he is doing. It really depends on how much has to be disassembled in order to access the circuits that need to be tested. If he made a statement like that, I would expect that he has already looked into it a little or he would have to reason to request that much time. Most problems can be diagnosed with about an hour's time with a few exceptions.
