Why does the hand brake have no tension after replacing rear brake drums, shoes and spring hardware?

2005 Hyundai Elantra GLS = Replaced rear brake shoes, drums and spring hardware, Now the hand brake has no tension and raises all the way up. What should I check? I know I connected the hand brake cables to the rear shoe arms correctly.

double check the arms again and the center bar is seated correctly.

To KHLow2008 - yes I adjusted the brake shoes in accordance with instruction of turning the adjuster until drums have slight drag of shoes incontact with drums.

Back off hand brake adjuster and re adjust foot brake, then adjust the hand brake again.

High possibility something had not been installed correctly at the shoes.
