2005 Ford Expedition car not starting

I had my fuel pump replaced and the filter cause the truck stopped and the reading on the truck said low fuel pressure and now it still wont stat the guy who put the fuel pump in for me says it might need to be reprogrammed another guy told me it could be a bad ground what do you think what are your thoughts

Is pump running? What was fuel pressure?

No the pump is not running I was told the voltage is low going to the pump
