2004 Saturn L300 Repair Question

I have a 2004 Saturn L300, The tail lights and tag light will not come on. Also the Dimmer switch does not work at all so the dash is completely dark besides the symbol lights. I have replaced bulbs and fuses but still nothing. The headlights, brake lights and signal lights work fine. What could be wrong?

So do you have power to both sides of your parking fuse in your under hood fuse box?Because that is the fuse that feeds powier to those lights.
