RENAULT MEGANE STEERING PROBLEM

Hi, I took my car for an MOT in 2011 and was told the steering rack had gone. Fair enough I paid £765 for it to be replaced. I took it back to the same garage in 2012 for the MOT and was told the steering rack had gone. I said that seemed strange as they had fit a new one 11 months previously. They said the part must have been faulty but was under warranty and fit it for me free. There has been a knocking sound when I turn the steering wheel and I knew the steering rack had gone again. I took it back to the same garage and the part is under warranty but they are trying to charge me £140 for labour. They are asking whether I go over bumpy roads. I literally use the car to go to work and back (a 10-15 minute drive on main roads). I need some advice as I feel like I am being conned. This will be the third time they fit a new steering rack. Are they not fitting it properly or is there another reason for this part failing? The garage are denying it is their fault and I don't see why I should have to pay for their labour when I paid for the part and for them to fit it in 2011! Please help!!
