Check engine missing

when I want start my car I have to get first check engine light is open but no I don't see that light.
who I can get check engine open be for start engine.

in car control there are lights like airbag light and check engine light in dishboard.
why airbag light always open and check engine light close.

I had chenged car battery than I got that lights open all the time.
