2004 Kia Optima Repair Question

What would stop the crank shaft from turning only about a quarter of a revolution??
Replacing camshaft belt, camshaft sensor, timing belt(was missing teeth) car suddenly died but after taking apart the crank wont turn but a quarter turn either way with no belts attached and plugs pulled out. maybe a little more then quarte turn but timing marks wont line up because it doesnt turn far enough. also when put together it turns over to a certian point and stops. savable or buy dynomite??

pistons hitting valves. internal damage from the belt. will require major work and possibly replacing the motor.
