Driving down road and car downshifts to 3rd, check engine light pops on then when I put a scanner on the car two codes pop up. TPS out of range and 4th gear ratio problem. Clearing the code or cutting off the car resets the PCM and the transmission begins shifting like normal for a short time. Already replaced TPS and the TCM.

Throttle position sensors have a very low failure rate. The fault codes related to them are usually the result of a wiring problem or corroded or stretched terminals in the connector. The gear ratio codes are caused by slippage in one of the clutch packs in the transmission or a problem with one of the speed sensors. The last thing to replace is the Transmission Computer. It just detected the problem that needs to be diagnosed. It didn't cause it.

Since you have a scanner, look at the live sensor data to see what reading you're getting from the TPS. It must be between 0.5 and 4.5 volts, lowest at idle.
