When I insert key in ignition and try to turn it to start, the electrical power goes completely dead. I wait 30 seconds with key in ignition, and electrical power returns. It starts very well, once power returns, even in cold weather so I don't believe it is the battery. This has happened two out of three times I started the vehicle in the last 3 days, which is when it began.

This might be caused by something as simple as corrosion on the battery cables or at the ground point(s) for the battery, visually inspect them first and see if it is so.

I agree with Dr. that it's likely a connection issue but could be in a lot of places other than the battery. The fact that it cranks good eventually tends to lead me more toward the ignition switch or power supplies to it.
