What makes the reduced engine power light to come on?

First the reduced engine power light a come and then the stability stystem disable light a come, then we cant give the car no acceleration, cut the car off for a few minutes, and the can drive it again?

The reduced power means you are in PCM limp mode.

Most common cause is wiring at throttle sensor.

Another common cause is dirty/gummed up throttle plate.
