Ford Expediton AC issues

I have a 2004 ford expedition 4.6 that is only blowing hot air when the ac is on, when i look under the hood the clutch is cycling , and when i tried to charge while running , the gauge cycled up and down as the clutch engaged... what could be the issue.. High or low pressure switch? condenser? expansion valve? evap? thanks...

You need to determine exactly how much refrigerant is in the system and the only way to do that is to completely evacuate and recharge the system with the proper amount of refrigerant.
