2004 dodge neon squeals when it rains?

Every time it rains, there's an awful squealing coming from the rear, followed by a burning smell. I suspect the rear wheel may be locking then releasing. Does anyone have any suggestions?

Check the rear brakes. Check for discoloration of the drums or discs. Check for a shiny, glazed finish on the pads or shoes. If any of these are present, replace the pads/shoes and affected drum/rotor.

If you have rear disc brakes, make sure the dust boots are properly installed on the calipers.
