Cargo doors lock will not unlock with remote, inside locking switch or key

The cargo door will not unlock; I have tried to unlock with the remote, the inside locking switch and manually with a key and none will work. I need to know what likely is the problem (actuator, lock itself, etc) and how to remove the plastic door panel to get access to the lock. As the doors will not unlock, need to remove the panel from the inside without the ability to open the door.

I attached the process and here is a guide that shows how to remove a door panel. Even though this is not a process on the rear cargo door that you have the process is the same.

Just apply the practice laid out here to this cargo door and then follow the process to inspect and replace the actuator if needed. There is a chance that this is just the rod that moves the actuator has fallen off however, if you don't hear the actuator then it is the issue.
