The cat & evac system will not get ready, for it to pass inspection. Is this the cause of a bad 02 sensor?

How many miles have you driven it since then?Thats why the monitors arent set from the battery unhooking.

So the evap and the cat monitors are the only ones that haven't set yet?

Step 3 is for the evap monitor and step 4 is for the cat monitor the evap monitor is hard to set sometimes the cat monitor is a lot easier to set.You have to do those steps many times sometimes depending on where you live sometimes they will let you pass smog with one monitor unset.
