How to remove wiper arms from 2004 Chevrolet Impala 3.4L?

Trying to replace the cabin air filter and I understand I need to remove the wiper arms to access that. I have the wiper arms at up position on the windshield and I removed the nuts that appear to keep the arms on the shaft, but the arms seem stuck firm on that shaft.
How do I get them off?

no, the arms do not need to be removed. there is a cover that pops off to aces the filter on the passenger side.
