Problem with speedometer and shifts

I recently purchased a 2004 Escalade ESV. Every once and a while the speedometer will stick at 0 and it will stay in first gear until it gets up to about 4000 RPM then the speedometer will jump up to 30 mph and shift hard into 2nd gear. Sometimes it will not shift out of 2nd gear at all after this. If we stop, shut off the car and re start, everything is fine. The instrument cluster was changed out from previous owner with the recall that cadillac had on them. Have you guys heard of this problem? Any ideas on where to start?

You will need a professional scan tool to diagnose it properly but the symptoms sound like a VSS (vehicle speed sensor) with intermittent problems
