I failed inspection because my emergency brake won't hold

I failed inspection because my emergency brake won't hold. What can I look at to fix this? My anti lock light is on also I'm assuming this is the brakes. When I had the tires changed there was a cord hanging behind the wheel I took a picture of. What is this for? Thank you :)

The cable hanging down is the connector for the wheel speed sensor. You can just plug that back in and the light will most likely go out. Here is a guide that will help with this:
