I just bought my second Subaru legacy about three months ago. However, this is my first time owning a manual transmission and I quickly had to teach myself to drive a stick. With my first legacy, I was getting about 27mpg. This one, I started getting about 20, but figured it was just a learning curve with the stick shift. This tank though, I only got about 15 mpg. And no matter what I do, I'm running really high RPM. I'll be going 35 and have to be in 4th gear to not hit 4k. I started using a fuel additive and that helped a bit, but what else could be my problem?

Sounds like you may have a slipping clutch, get this looked at first.

Thank you. Is that something that if I get the book on my car I can fix myself?

Yes, this is something that you can do, but you do need to be able to jack the car up or have an engine hoist, read the procedure carefully first to make sure that you feel confident in taking on the job, I would get a local mechanic to drive the car as well just to confirm the diagnosis.
