Just to add to this one i have seen a lot of the not being able to talk to the ecms being a bad bcm i have replaced a lot of them on that car.I would make sure the scan tool is compatible and works correctly.Also does the scan tool power up off the car?Also check to make sure the ecm has a nice tight clean ground to the intake manifold.
