One day when it was extremely hot outside, not to mention the temp inside the car, it started to act up, the lights on the dash and instrument panel started flickering and the gas gauge went to empty, could this be a electrical issue. The car was fine until that day, also the fan to the engine is running to much even when it is cool out

The no start and gas gauge reading empty sounds like a bad body control module really common on those cars especially when you it was hot outside. As far as the radiator fan?Running too much does it ever stay on after the car is shut off and never shut off?
