2003 Saturn Ion Failure to start

Please be aware that I have tried taking this car to several dealerships and mechanics with no success. Please note that the vehicle periodically does not start. Weather is not a factor. I then have to wait 10 to 14 minutes for something (alarm?) To reset it self. Then the car starts. However, there is also difficulty in turning the ignition switch and sometimes the power steering will shut off while driving. Please advise if this could be an issue with the alarm or the ignition switch, as I am certain you have heard of this problem before, thank you.

When it won't start is the security light flashing or on solid?Sounds like a bad ignition switch if the security light is coming on. Has anyone used advanced scan tool non diyer to read body control module And steering control module codes?For the steering sounds like A bAd steering motor. For the hard to turn key a bad ignition cylinder.
