2003 Mitsubishi Lancer Check Engine Light Came On Reader Won T Power Connected

Check engine light came on but my reader won't power up when connected to the OBD terminal and I don't see a designation for the fuse in the index. Suggestions ?

Fuse # 12, Engine control. If the code reader does not power up, that could be the problem. It it powers up and does not communicate, either the PCM is not being powered up, the security system is locked or the code reader is not compatible.
