2003 Mitsubishi Galant electrical problem I think

I have had the traction control light come on at various times, my steering wheel locked up and I had to slam the break pedal a few times and then it unlocked and I could turn the key. Now the low beams are out but I have high beams

It sounds like a problem with the immobilizer system which is part of the anti-theft system. If it is not that the linkage/cable that un-locks the shifter when the brake pedal is pushed needs adjustment or replacement. The headlights might be the multi-function switch.
