Why does the blower motor does not change speed.

Why does the blower motor does not change speed?
I noticed that my car was heating up unexpectedly. I checked coolant level and I replaced thermostat. However the car keeps heating up so I noticed that the fan blower motor was not blowing enough air like it was supposed to. Why could this problem be?The fan operates a very low speed which is weird because I have seen it before operating at higher speeds. I replaced the relays but the problem persists. Please help

It may be the fan control relay or the fan controller. I have provided info on how to check. The file is big so I will send in 3 parts This is 1 of 3
