2003 Mazda Protege • 60,000 miles

Tail light (top) bulb does not work when Parking lights are engaged. When the break is pressed the bulb turns on normal. I noticed some condensation in the housing of the tail light. All of the lights work and function properly. I am wondering what I can do or try to fix this so I do not get pulled over for not having functioning lights at night. I am going to take the tail light out and remove as much water as I can and check the wires. I am assuming it is electrical. I am looking for any answer you might have on how to fix it beyond this?
