2003 Jeep Liberty Repair Question

have a 2003 jeep liberty, every now and then I think I have a electrical problem. The ABS and air bag light come on and the sedometer dose not work, the AC fan also dose not work. if I turn the car off and restart it it is OK, Any ideas?
The problem happens about every 3ed or 4th time I start the car. The ABS and Air bag light comes on,also the spedometer and AC fan don't work. Could this be a grouding problem? The fuse block is under the hood and has a ground cable running from it.

Have it scanned for soft and hard codes.
