I recently changed my power steering pump, now the steering is extremly hard, and can only turn if vehicle is moving. What is causing this problem

try bleeding the system by turning lock to lock about 3 times. if not, then the rack may have failed

If pump is rebuilt or used, it could be bad. Check the reservoir for clogging.
Was problem there before replacement of the pump?
