Honda Accord Catalytic converter Problem
Repair shop wants $700 to replace the catalytic converter; can the vehicle be operated safely and without causing any damage if that part is not replaced?

Replacing the Cat is not gonna do you good unless the fault is located what cause it to fail- A failed Cat will create an engine performance problem. You can use a test pipe if you wish.
