2003 Honda Accord Repair Question

Honda Accord Engine Problem
Got code p0221. i got new used throttle body, install and clear code, also unplug the battery for 15 mins too. i start the engine same code pop up. went to clear code again. idle is low pls help

Do you have a scan tool that can read live engine data?
