2003 Ford Windstar Repair Question

What is the part that goes into a hole next to the oil fill on the manifold, it is a long tube like part that bends an connects to something else.

It must have something to do with fuel because my car started sputtered and died. Looked under the hood and this part was disconnected bad seal where the connecetion is made

Think that is where PCV goes with a hose over to intake. if it is off pCV air leak will kill engine
