What is the problem with my truck sputtering at 3000 RPM?

Will not rev higher than 3000rpm in park. When driving it sputters at 3000rpm. It feels like its not getting fuel or maybe transmission. Not sure.

Check the basics first like plugs, wires. Then have the cat converter checked for being clogged.

Thank you for your response. I did change the plugs and wires. No fix. Is checking for a clogged catalytic converter something I could do? I trying not to have to put it in the shop and spend alot of money. Do you think maybe it could be the coil pack? Have it scanned for codes as well.
You can try loosening the exhaust flange at the exhaust manifold, before the cat, that will let exhaust out if it is plugged

03 ford ranger sputters between 2 and 3 thousand rpms, little power when accelerating and check engine light is on. I have changed spark plugs, fuel filter and ran injector cleaner. Begun to smell burning but all gauges read normal.

Have the computer scanned for code/s-you have a problem within the engine management system that caused the CEL to turn on-This is your starting point of diagnosis,finding out what's going on.
