2003 Ford Mustang Repair Question

Question about body damage
I have damage to my front metal bumper, (not talking about the cover ) should I try to pull it out or cut it of and weld a new piece on? (the driver side accordion piece is completely crunched in)

no lthose should be replaced becaue they are a special high tempered steel. they are very hard to drill and welding will screw up the temper. So they must be replaced.
