Sounds like a sticking brake caliper. Stop on a small incline, shift to neutral, release the brake, and the vehicle should creep downhill on its own. If it doesn't, a brake caliper or rear parking brake cable is sticking. Ford has had a lot of problems with both in the past although they seem to finally have improved their brake caliper design.
