2003 Dodge Ram Repair Question

2003 Dodge 3/4 ton pick up
Right rear brake engages, but will not disengage. The other brakes, front and right rear work just fine. Outside temperature is in the mid 20's, 100k miles on the truck. Brake pads were replaced this last summer, otherwise, no work has been done to the brake system. How do I proceed in fixing this problem?

Is this a drum or disc rear brake system? ( sorry my data base has just crashed and i can't access your models details just now).
