2003 Dodge Neon engine light/noise problem

My engine light has been on and off for a while. Now its blinking on and off. My car has been jerking and acting like its finna quit. Plus when it's cold or raining outside; when I start it. It makes a screaming noise. I already changed my belts, spare plugs and oil change. What do I need to do next?

You have to take it somewhere to get the codes read let me know the exact code numbers not descriptions. The auto parts store read the codes for free.
