03 Dodge Neon Se wont start
My 03 dodge neon se won't start. I tried replacing the battery, starter,fuses,ignition switch, and relays and it still won't start. I can turn the key over in the ignition and u can't hear a click like its trying to turn on. Any ideas what might be wrong?

With everythin g turned off, use a digital multimeter across the battery, what is the reading? Leave the meter leads across the battery posts, have helper turn key to crank, what is that reading, how far does the voltage drop?
Charging system working ok? Can you turn the crankshaft by hand, either at the flywheel or crankshaft pulley?
