2003 Chevrolet Tahoe Repair Question

2003 a/c heater vents
2003 chevy tahoe, when you turn on the forward vents to blow on you it starts to come out at you then dies off slowly and only blows air out the defrost vents. i swapped the control unit out with another and it does the same thing. i took the one i replaced put it in my other vehicle and the control unit works just fine, where do i go from here?

There is an electric actuator/motor to operate the mode doors and it may have a problem.
