Chevrolet Monte Carlo No heat Problem

Dual climate control no heat on either side a/c blows cold both actuators move in the 90 degree arc new thermostat both inlet and outlet to heater core hot coolant level at radiator full new radiator and heater core what else besides the control panel could the problem be?

if the actuators move then it may be they are either broken on the shaft or the shaft has broken on the plate that moves. take the actuator off and seeif it is either rounded off or what. then try moving actuator shaft by hand to see what's up.

actuators removed turned door shafts by hand no heat bled system also coolant checks to 30 below. Does freon have anything to do with no heat thru evaporator in this system?

are the actuators gettingpower? have it scanned to see if the control head is bad.
