The steering is hard to turn while stationary

The steering is hard to turn while stationary. What is the problem? The atf is not leaking.

It is normal for the steering to get stiffer when the car isn't moving but if this is extreme, then you could have a problem with the pump. If you have wider tires than the car came with, than would contribute also.
