2002 Volvo S40 Repair Question

Volvo S40 Fuse Problem
All my interour lights and my car hi-fi and also my cig lighter dose not work and they all went out at the same time i have checked all my fuses and they are all fine what do i need to do now

there is a relay in passenger fuse box for cig lighter and radio fuse is in underhood fuse box, it's fuse 10 if it's out thenit may be a short in wire.
