2002 Volvo S40 Repair Question

Instrument cluster gauges are not working
Hello can someone please help me i own a 2002 volvo s40 and all the gauges are not working i brought it to a volvo services shop and they tried two used clusters and it did not work and im just wondering what it could be if its not the cluster, i checked my fuses and they are ok and im wondering what else it could be

If its not the cluster-then it must be a power or ground issue
