Volkswagen Golf Exhaust Problem

My garage installed the incorrect exhaust in my car last year. Consequently it failed 2 emission tests. They have since replaced the exhaust after many visits back to them. Now however they are saying that the catalytic converter needs to be replaced. Could driving with the incorrect exhaust parts for a year cause this to happen? or could this have been damaged by them?

You have that backward. It's the catalytic converter that affects emissions, not the rest of the exhaust system. If it failed an inspection, that's because the catalytic converter was likely not working right from the start.

Why was the exhaust system repaired in the first place? If parts rusted out and were replaced, your mechanic didn't do anything wrong.
