2002 Volkswagen Golf car will not shift

A while back my car was jumped backwards. I replaced all the fuses, checked the switch's and even some shifting solenoids. My only thought is that it could be the tcm. Does anyone know where I can find this. Symptoms- it stays in third gear but can manually be switched.
2002 vw golf 2.0 liter motor. I already checked under the passenger seat and it appears not to be there.

Scan the TCM for fault codes. It is staying in Limp mode, probably because a transmission speed sensor
is faulty (TCM does not know how fast the transmission is spinning), so it defaults to a higher gear. That
way the car can still be driven.

TCM is located under the rain tray at the base of the windshield.
