2002 Saturn SC2 BCM Reprogramming

i OWN A 2002 SATURN SC2. HAD AN ISSUE WITH THE BCM LOSING MILEAGE, WENT TO 000000. THEY SECURITY FINALLY WOULD NOT READ THE KEY AND TUMBLER ANY MORE AND NOW WILL ONLY START FOR A FEW SECONDS THEN THE PCM SHUTS DOWN THE FUEL.
I BROUGHT THE VEHICLE TO A GM DEALER TO HAVE A USED BCM PROGRAMMED TO THE CAR. THEY TOLD ME THEY TRIED TO PROGRAM IT BUT IT WONT TAKE SO I NEEDED A NEW ONE. I PURCHASED A NEW BCM AND HAD THEM PRGRAM IT. THEY ARE TELLING ME IT HAS A SECURITY ISSUE AND MAY REQUIRE A NEW KEY AND TUMBLER.
THIS WAS ALREADY REPLACED BEFORE THE BCM ISSUE. SO THERE TELLING ME THERE HAS TO BE SOMETHING IN THE WIRING.
I AM HAVING A HARD TIME BELIEVING WHAT THERE TELLING ME SO I PICKED THE CAR UP AND BROUGHT IT HOME.
THE MILEAGE THAT WAS ON THE CAR WITH THE ORIGINAL BCM WAS 138421KM. THE NEW BCM HAS 174000KM SHOWING ON IT. THEY TOLD ME THEY DONT PUT THE MILEAGE IN THE CAR, IT PULLS IT FROM THE CAR.
IS THAT TRUE? I WAS OF THE UNDERSTANDING THAT THE MILEAGE IS STORED IN THE BCM ON A SATURN AND NEEDS TO BE TRANSFERED TO THE NEW ONE ALONG WITH THE VIN, ETC.
WHEN I TRY TO RELEARN THE SECURITY SYSTEM IE. THE TURN KEY ON, CRANK ENGINE, WAIT 10 MINUTES, ETC. FOR THREE KEY CYCLES. THE SECURITY LIGHT JUST KEEPS FLASHING NO MATTER HOW LONG I WAIT. IT DOESNT COME ON STEADY OR GO OUT. JUST KEEP FLASHING.
I HAVE CHECKED THE 3 WIRES THAT COME FROM THE KEY CYLINDER TO THE BCM WITH AN OHM METER. THEY ARE NOT BROKEN AND I DO HAVE A RESISTANCE READING WITH THE KEY TURNED BETWEEN THE YELLOW AND BLACK WIRE SO I AM ASSUMING IT IS WORKING CORRECTLY.
ANY HELP WOULD BE GREATLY APPRECIATED.

The mileage is only stored in bcm on that car when you replace the bcm it will ask you to type in the mileage. There is no other place to pull it from. There is no chip in the key all you have is the pass. Lock sensor built into the ignition housing. You may have a bad pass lock sensor. If you have a scan tool that can read live bcm data we can see what's going on codes etc?

Thanks for your input. I was pretty sure it was stored in the BCM. As far as the passlock sensor and key and tumbler go, I had already replaced that before I had the BCM done. It was a used assembly but did come out of a car that was running at the time. Like I said, I did pin all 3 wires running from the BCM to the passlock sensor as well to make sure they were not broken or damaged. No issues there. Is there anything else that could be causing this issue? BCM wasn't flashed correctly? PCM problem? My scanner wont do BCM codes only Engine codes. There are no Engine codes stored nor were there any issues or codes before this problem. I am assuming the data link lines are working correctly as I am able to pull engine data from the PCM with the key on. Do you think I should try another passlock sensor or take it to another dealer to see if they can pull any BCM codes out of it? I can only take it to a GM dealer as we longer have any Saturn dealers here. If the new BCM was not flashed correctly can it be reflashed to enter the correct software and mileage or do I need to purchase another one?

The mileage can only be entered once into the bcm after that it can't be changed. You reflash it with a different calibration though. It doesn't have to be a gm dealer there are a lot of professional scan tools tat can read codes and live data on the bcm. Your going to have to check the bcm for codes that will give You a starting point.
