2002 Saturn L300 Someone Had Broken Igntion Switch Ended Having Replace Entire

someone had broken igntion switch so i ended up having to replace entire steering colunm when i was finished i went to start it,it would only crank and will not start .noticed that the security light is flashing what could be the problem and how can i fix this

Turn the key to the start position till the engine cranks thee turn it back to the run position don't turn it past that point.Now wait till the security light turns off.Now turn it off for 30 seconds repeat what I just said two more times then it should start.
