Does not heat up

My heater in my 2002 Saab 95 does not work, The blower is working but it never gets hot. It blows cool are only. The temp gauge goes a 1/4 of the way up, could it still be the thermostate?

Could be the Stat or the air blend door stuck in the cold position

Also note that there is a heater bypass valve mounted to the firewall with a tiestrap that has the heater core hoses connected to it for your heater to allow hot air, so check if valve is still inplace or if it was taken out & bypassed any at all, good luck.
