Pontiac Grand Am Intake manifold Problem

Just installed a new timing chain and changed the cylinder head on my grand am. We are unable to get the car to start, it is flooding extremely bad. The injector rail wouldnt seat properly and when we removed it 2 pieces came out of the intake manifold we removed the other 2 pieces out of the manifold and the injectors seated properly. Do we need to have those pieces ( im unsure of what they are) in the intake manifold in order for the car to start and run?
