2002 Peugeot 206 Repair Question

Peugeot 206 Diesel Problem
Hi - I have been offered this car a 206 SW DIESEL ESTATE 2.0 HDi 90 XT 5dr [AC]
However I am concerned with:
1) the millage
2) The nearside undersil panel is showing signs of rust (paint bubling and metal feels soft)
3) The nearside suspension mounting top bush has worn and knocks
Would you rate the millage as too high for this engine and how difficult/expensive would you say the two problems outlined are?
