2002 Mitsubishi Lancer Repair Question

Mitsubishi Lancer Axle Problem
When the car is driving there is a sound of like 2 metals scrubing against each other... i picked the car up, put it in neutral but the front wheel was hard to turn and the i was wondering if the problem was with the brakes.. or perhaps the axle, because the joint boot is not in place

have teh brakes and wheel bearings checked as well as axle.
